Explain why re transmitted carrier frequency is different to the received carrier frequency ?

Different frequencies to be used to prevent the power that “leaks” out the back and sides of a transmit antenna from interfering with the signal entering the input of a nearby receive antenna.
If the transmit and receive carrier frequencies are different, filters in the receiver separation network will prevent ringaround from occuring.
The equalizer compensates for

gain-versus-frequency nonlinearities and envelope delay distortion introduced in the system.
Transmit Modulator up converts the
  IF to RF for retransmission.
